SOA-Q: Where are the semantics?

So Jimmy asks the SOA question Where are the semantics?

I'll ask a counter question. Where are the semantics in any type of specification? Has this been answered for any other specification unambiguously?

It does seem like this working group is trying to define an answer. I wouldn't have known it if Jimmy hadn't posed the question and piqued my interest, so thanks!
